The use of Information Technology (IT) is a key factor in the emergence of the knowledge society and can actively contribute to human development, improving social cohesion and help grow the national economy.
The challenge for Morocco in the IT sector for the coming years is not only to sustain the progress already made, but also to allow the integration of the country into the global knowledge economy, through an amplified and widely penetration of IT integration in all sectors of society: government, administration, business and citizens.
Universal Service is a mechanism to allow, in the long term, access to the entire Moroccan population to basic telecommunication services: telephony and internet. Carrying out the tasks of the Universal Service was one of the foundations of the reform of the telecommunications sector in 1998, and is today one of the major projects undertaken by the National Telecommunications Regulatory Agency (ANRT).
