The PACTE program is widespread access to telecommunications in all regions of Morocco without exception.
The aim of the PACTE program is to provide access to telephony in 9263 rural communities (a population of about 2 million inhabitants), described as "white zones" (areas not covered by telecommunication networks).
This program was completed and closed.
The first phase of the National Broadband Plan (PNHD-1), launched in 2018, concerns the coverage of rural localities (10,740) not covered, by mobile telecommunications networks (Voice and broadband Internet), through the deployment of 2G/3G/4G mobile telephony networks, as well as the improvement of services and coverage quality at the level of other rural localities already covered by 2G/3G mobile telephony networks.
The coverage situation at the end of May 2024 is 10623 localities covered.
As part of the drive to extend coverage, the CGSUT has decided to implement a project called the "VSAT Initiative", aimed at enabling users in areas not covered and not easily accessible by terrestrial networks, to access satellite Internet service (VSAT) in return for a subsidy allocated through the FSUT for any subscription taken out for satellite Internet service with a VSAT operator authorized in Morocco. The maximum subsidy is 2.500 DH per VSAT subscription.
