Liaisons louées internationales

An authorization is required for the establishment of an independent wired network using international leased lines. This network, whose at least one end is located abroad, is established by a business with multiple legal entities such as companies, subsidiaries or branches.
The documents required for the creation of an application file are:

  • 1. A paper application on the letterhead of the Moroccan company justifying the need to lease the transmission capacity to one or more telecommunications operators;
  • 2. In case there are several entities under different denominations to be connected, please provide a legal document (statutes for instance) proving that these entities belong to the same group;
  • 3. The completed and signed form by the applicant;
  • 4. The network diagram.

The application processing fee to obtain the right to establish an international leased line is set at MAD 5000 (before tax) (MAD 6000 with VAT) per connection. In case of change in the connections' throughput needs or endpoints, the applicant must submit a new application to the ANRT. The cost of modifying the network is set at MAD 2500 (before tax) or (MAD 3000 with VAT).
Authorization procedure for value added services
Where the provision of value added services requires an international leased line, a permit needs to be issued by the ANRT.
The documents required to prepare the authorization application file are:

  • 1. A paper application on the letterhead of the Moroccan company justifying the need to lease the transmission capacity to one or more telecommunications operators;
  • 2. Application for authorization of a leased line, duly completed and signed by the applicant.

International leased lines make it possible to transmit data between determined public telecommunications networks endpoints, leased to a user by one or several public telecommunications network operators, under a lease excluding any switching performed by this user.

Leased lines are used in the context of independent networks or for the provision of value added services.
