Type approval of telecommunications equipment

The telecommunications equipment to be connected to a public network and radio installations are subject to pre type approval by the National Telecommunications Regulatory Agency (ANRT).

New Type approval - Application files and Forms

For an applicant having subscribed to the commitment of Annex 2 of decision ANRT/DG / N ° 12/04 of December 29, 2004

The application for Type approval entails submitting the following:

  • The application form (Appendix 1);

  • Technical documentation to determine the interfaces contained in the equipment, all of its features and standards. For radio installations, this documentation must indicate the relevant radio characteristics of the equipment (frequency band, power, the SAR value or equivalent field-level).

  • A prospectus or short technical report identifying the interfaces contained in the equipment.

This request can be sent electronically to the address (agrement@anrt.ma). However, the original of such documents, duly signed and stamped, need to be forwarded to the ANRT within the deadlines set in Annex 2 of the decision)

For an applicant having NOT committed to the commitment of Annex 2 of decision ANRT/DG/ N°12/04 of December 29, 2004

  • The Type approval application form (Appendix 1) duly signed and stamped on company letterhead;

  • For corporations, a certificate of registration in the Moroccan commercial register (this certificate is filed once a year by the applicant);

  • Technical documentation to determine the interfaces contained in the equipment, all of its features and standards. For radio installations, this documentation must indicate the relevant radio characteristics of the equipment (frequency band, power, the SAR value or equivalent field-level and all its features;

  • Proof of payment of the non-refundable processing fees in the amount of MAD 600 (all taxes included) per equipment.

New Type approval - Comments

  • The applicant for type approval shall include telecommunications interfaces and equipment for which he or she is seeking approval and the technical specifications to which they comply. There are two distinct cases:

    • Declarative system: the applicant declares that their equipment complies with respect to national type approval specifications published by the ANRT. In this case, a simple review of the application is needed before issuing the required certification.

    • Non-Declarative system: the applicant declares that their equipment complies with respect to unpublished type approval. In this case, the ANRT may request additional documentation and/or of a sample for testing before deciding on the type approval.

  • Type approval is granted for a period of 10 years.

Simplification of procedures

Under Article 29 of Law No. 24-96, the ANRT's mandate includes establishing the administrative aspects of the certification specifications for terminal equipment and radio installations. Several decisions have governed the Type approval of equipment. Since 1999, the ANRT has made several changes to the process by simplifying and adapting it to the best international regulatory processes and to market expectations. In this context, the ANRT adopted decision ANRT/DG/N ° 12/04 of December 29, 2004 (entered into force on February 3, 2005) repealing and replacing decision ANRT/DG/No. 01/03 of 17 March 2003.

This decision asks companies subscribing to the commitment of Annex 2, the following:

  • To first send the application electronically. The applications' original documents shall then be filed no later than one month after the issuance of the certificate of type approval or temporary type approval;
  • Retrospective payment of costs resulting from requests for new Type approvals.

Non-compliance of the various regulatory and technical provisions for type approval and lays the perpetrator open to the provisions of Article 81 of Law No. 24-96.
