The Telecommunications Universal Service Management Committee

In order to define the national strategy for universal services and to ensure its adequate steering and monitoring, a decision-making body was created by decree n° 2-97-1026, covering the general conditions for operating public telecommunications networks.

This inter-ministerial body is the CGSUT (The Management Committee for Universal Telecommunications Services). It is established by the Head of Government and chaired by him. The members are as follows: 

  • The governmental authority for the Interior;
  • The governmental authority for Territorial Development;
  • The governmental authority for Finances;
  • The governmental authority for Telecommunications;
  • The governmental authority for National Defence;
  • The President of the ANRT Management Committee;
  • The ANRT Director General.

The aims of this committee are as follows:

  • Determining the implementation program for universal services across the national territory;
  • Proposing, for each call for tender, universal services content in line with the provisions of aforementioned law n°24–96;
  • Examining the programs proposed by existing public telecommunications network operators;
  • Approving the requirement specifications as submitted by ANRT in calls for tender for the programs not carried out by existing public telecommunications network operators.
